Canada 85, 86
"The Map Stamp" issued by Canada in 1898
indicates territories of the British Empire in red. In addition to
those territories, and allowing for misalignment of the red printing,
all of Borneo is shown as British, as are Southwest Africa, the Orange
Free State and Transvaal (then independent republics), and part of
Mozambique (Portuguese).

Canada didn't do any
better with the stamp issued for Commonwealth Day in 1983.
New Britain and New Ireland are shaded green for
non-members of the Commonwealth, though they are members. The Republic
of Nauru and Western Samoa are omitted altogether. The North Cape of
New Zealand is separated from the North Island. Gibraltar is colored
yellow indicating independent status which it does not have. Like
Nauru and Western Samoa, The Gambia is left out.
